Born in Columbia, Frank L. Taylor was the son of George Washington and Minnie Wingard Taylor. He was educated at the University of South Carolina, earning an A.B. in 1932 and an LL.B. in 1934. Admitted to the Bar in 1933, he practiced in Columbia for over 43 years. He was President of the Richland County Bar Association in 1957.
He married Louise Brown of Chester; had one daughter, Linda Taylor Mott and one son, Frank L. Taylor, Jr., who practiced law with him. He was a member of the Lutheran Church of the Ascension, Forest Lake Country Club and the Palmetto Club. He served as Chairman of the Richland County Historic Preservation Commission, the South Carolina Board of Tax Review, and the South Carolina Children’s Bureau. He had a deep interest in growing camellias and was President of the Camellia Society. He was a veteran of World War II and a Democratic Party Leader.
Professionally, he was a Fellow of the American College of Trial Lawyers, a Special Circuit Judge, and a member of the South Carolina and American Bar Associations and the American Trial Lawyers Association.
A wise counsellor, skillful advocate, keen student of human nature, loyal friend, useful citizen, and avid sportsman, Frank Taylor was a greatly beloved.
